Dubbele vergrijzing
Volgens de meest recente CBS-bevolkingsprognose (Kernprognose 2025–2070) telt Nederland sinds 2025 voor het eerst meer 65-plussers dan jongeren onder de 20 jaar. Het aandeel 80 plussers groeit bovendien sneller dan het totale aantal ouderen – dit wordt dubbele vergrijzing genoemd (CBS, 2025 en VZinfo). Er komen dus niet alleen meer ouderen, maar ze worden gemiddeld ook ouder.
Daarnaast blijven ouderen gemiddeld langer gezond en zelfstandig dan eerdere generaties (SCP, RIVM) en de levensverwachting in goede gezondheid is de afgelopen decennia toegenomen. Veel 65- tot 75-jarigen participeren actief in arbeid, vrijwilligerswerk en mantelzorg. Dat betekent dat de gemiddelde zorgvraag per oudere in de jongere leeftijdsgroepen relatief stabiel blijft. De stijging van zorgintensiteit concentreert zich vooral bij de groep 80-plussers. Deze groep heeft vaker meerdere ondersteuningsvragen tegelijk, zoals zorg, mobiliteit en sociaal contact, en doet vaker een beroep op wijkteams, mantelzorg en informele netwerken.
Voor Incluzio liggen er kansen in het omgaan met de 80+ complexiteit, omdat gemeenten uitvoerders zoeken die dit binnen bestaande budgetten kunnen doen.

Internet of Things en slimme leefomgeving
De opkomst van het Internet of Things (IoT) versnelt de ontwikkeling van een slimme leefomgeving, waarin apparaten, sensoren en systemen continu met elkaar verbonden zijn en data uitwisselen. Volgens het RIVM draagt deze vorm van digitalisering bij aan een meer proactieve en gepersonaliseerde zorgpraktijk, waarbij technologie ondersteunt in plaats van vervangt. In de thuissituatie betekent dit bijvoorbeeld dat sensoren beweging, dagritme of afwijkingen daarin kunnen registreren. Wanneer iemand minder actief is dan gebruikelijk, kan dit een signaal zijn voor mogelijke gezondheidsproblemen of toenemende kwetsbaarheid.
TNO benadrukt dat smart homes en sensortechnologie steeds verfijnder worden en beter in staat zijn om gedragspatronen te herkennen zonder dat dit als belastend wordt ervaren door bewoners. Denk aan slimme vloeren, deur- en bewegingssensoren of gekoppelde apparaten die gezamenlijk inzicht geven in het dagelijks functioneren. Deze technologie maakt het mogelijk om ondersteuning tijdig en gericht in te zetten, wat bijdraagt aan langer zelfstandig wonen en het verminderen van druk op formele zorg.
Voor het sociaal domein biedt deze trend concrete aanknopingspunten. Organisaties kunnen met behulp van IoT eerder signaleren wanneer ondersteuning nodig is, waardoor zwaardere zorg mogelijk kan worden voorkomen. Tegelijkertijd roept het vraagstukken op rond privacy, datagebruik en de acceptatie door inwoners, wat vraagt om zorgvuldige implementatie en duidelijke kaders.
Voor Incluzio ligt hier een kans om technologie te verbinden aan mensgerichte dienstverlening. Door IoT-oplossingen te integreren in wijkgerichte ondersteuning kan beter worden ingespeeld op de leefwereld van inwoners. Denk aan het combineren van sensordata met sociaal werk, waarbij professionals niet alleen reageren op hulpvragen, maar ook preventief handelen op basis van signalen. IoT kan bijvoorbeeld bijdragen aan langer zelfstandig thuis wonen, door te signaleren of iemand in huis nog actief is.
Dit vraagt om nieuwe samenwerkingen met technologiepartners en om het versterken van digitale competenties binnen teams, maar biedt tegelijkertijd de mogelijkheid om de kwaliteit en toegankelijkheid van ondersteuning structureel te verbeteren.
